[dev.regabi] cmd/compile: change ir.NameOffsetExpr to use *obj.LSym instead of *Name
Because NameOffsetExpr is always used with global variables, and SSA backend only needs (*Name).Linksym() to generate value for them. Passes toolstash -cmp.
