Xiaodong Liu c1105cfd43 cmd/internal/obj{,/loong64}: instructions and registers for loong64
Implemented an assembler for LoongArch64(loong64 is short name) -
this provides register definitions and instruction encoding as
defined in the LoongArch Instruction Set Manual.
