Ilya Grigoriev 4ec7141f8a SEO: Add Google ownership verification file

This will allow me to use the Google search console,
https://search.google.com/search-console,
to see how Google crawled our docs and whether I
can ask it to recrawl. See also
https://developers.google.com/search/docs/crawling-indexing/ask-google-to-recrawl

I'm assuming there would also be a way to give
others (e.g. Martin) access. Certainly, it's possible
to later replace this file with another one generated
for another account
